It is the first deal of the \u201cFit for 55\u201d package and a clear signal ahead of the&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20221014IPR43220\/meps-to-g20-increase-climate-change-targets-before-cop27\" target=\"_blank\" rel=\"noreferrer noopener\">UN COP27 Climate Change Conference<\/a>&nbsp;that the EU is serious about adopting concrete laws to reach the more ambitious targets set out in the&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20210621IPR06627\/eu-climate-law-meps-confirm-deal-on-climate-neutrality-by-2050\" target=\"_blank\" rel=\"noreferrer noopener\">EU Climate Law<\/a>.<\/p>\n\n\n\n<p><strong>Assessing life-cycle emissions and progress towards zero-emission road mobility<\/strong><\/p>\n\n\n\n<p>Parliament succeeded in introducing methodology for the assessment and data reporting of full life-cycle CO<sub>2<\/sub> emissions of cars and vans sold on the EU market. The Commission will present this methodology by 2025, accompanied by legislative proposals where appropriate.<\/p>\n\n\n\n<p>The Commission will also publish a report by the end of 2025, and every two years thereafter, to evaluate progress towards zero-emission road mobility. The report will cover the impact on consumers and employment, the progress in energy efficiency and affordability of zero- and low- emission vehicles as well as information on the market for second-hand vehicles.<\/p>\n\n\n\n<p><strong>Aligning emission limit values with real-world emissions<\/strong><\/p>\n\n\n\n<p>The Commission will monitor and report annually the gap between the&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A02007R0715-20200901\" target=\"_blank\" rel=\"noreferrer noopener\">emission limit values<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32021R0392\" target=\"_blank\" rel=\"noreferrer noopener\">real-world fuel and energy consumption data<\/a>, with the aim to adjust the manufacturer&#8217;s average specific emissions of CO2 as of 2030.<\/p>\n\n\n\n<p><strong>Funding<\/strong>&nbsp;<strong>to ensure a just transition in the automotive sector<\/strong><\/p>\n\n\n\n<p>Under the deal, existing EU funding should be channelled to transitioning to zero-emission vehicles and related technologies, and especially towards SMEs along the automotive supply chain and vulnerable regions and communities.<\/p>\n\n\n\n<p>Other measures foreseen by the regulation:<\/p>\n\n\n\n<ul><li>The incentive mechanism for zero- and low-emission vehicles (\u2018ZLEV\u2019) is revised with a higher benchmark in order to ensure that it is aligned with the current sales trends and brings affordable zero-emissions cars on the EU market;<\/li><li>Manufacturers responsible for small production volumes in a calendar year (1,000 to 10,000 new cars or 1,000 to 22,000 new vans) may be granted a derogation until the end of 2035 (those responsible for less than 1,000 new vehicle registrations per year continue to be exempt);<\/li><li>Existing rules for labelling of fuel economy and CO2 emissions for cars should be reviewed by the end of 2024.<\/li><\/ul>\n\n\n\n<p><strong>Next steps<\/strong><\/p>\n\n\n\n<p>Parliament and Council will have to formally approve the agreement before it can come into force.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>EU negotiators secured an agreement with member states on the Commission\u2019s original proposal to reach zero-emission road mobility by 2035 (an EU fleet-wide target to reduce the CO2 emissions produced [&hellip;]<\/p>\n","protected":false},"author":7,"featured_media":6327,"menu_order":0,"comment_status":"open","ping_status":"open","template":"","format":"standard","meta":{"_mi_skip_tracking":false,"spay_email":""},"issuem_issue":[295],"issuem_issue_categories":[8],"issuem_issue_tags":[],"translation":{"provider":"WPGlobus","version":"2.8.8","language":"en","enabled_languages":["mt","en"],"languages":{"mt":{"title":true,"content":true,"excerpt":false},"en":{"title":true,"content":true,"excerpt":false}}},"_links":{"self":[{"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/article\/6326"}],"collection":[{"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/article"}],"about":[{"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/types\/article"}],"author":[{"embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/users\/7"}],"replies":[{"embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/comments?post=6326"}],"version-history":[{"count":3,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/article\/6326\/revisions"}],"predecessor-version":[{"id":6330,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/article\/6326\/revisions\/6330"}],"wp:featuredmedia":[{"embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/media\/6327"}],"wp:attachment":[{"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/media?parent=6326"}],"wp:term":[{"taxonomy":"issuem_issue","embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/issuem_issue?post=6326"},{"taxonomy":"issuem_issue_categories","embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/issuem_issue_categories?post=6326"},{"taxonomy":"issuem_issue_tags","embeddable":true,"href":"http:\/\/weekly.uhm.org.mt\/en\/wp-json\/wp\/v2\/issuem_issue_tags?post=6326"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
