In light of the array of ongoing and recent crises, MEPs used their&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A12008M048\" target=\"_blank\" rel=\"noreferrer noopener\">prerogative<\/a>&nbsp;to call for the Treaties to be changed by:<\/p>\n\n\n\n<ul><li>reforming voting procedures in the Council to enhance the European Union\u2019s capacity to act, including switching from unanimity to&nbsp;<a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/voting-system\/qualified-majority\/\" target=\"_blank\" rel=\"noreferrer noopener\">qualified majority voting<\/a>, in areas such as sanctions, the so-called&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_STU(2020)659420\" target=\"_blank\" rel=\"noreferrer noopener\">passerelle clause<\/a>s, and in emergencies;<\/li><li>adapting the EU\u2019s powers, especially in the areas of health and cross-border health threats, in the completion of the energy union based on efficiency and renewables in line with international agreements on climate change, in defence, and in social and economic policies;<\/li><li>ensuring that the&nbsp;<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/economy-works-people\/jobs-growth-and-investment\/european-pillar-social-rights_en\" target=\"_blank\" rel=\"noreferrer noopener\">European Pillar of Social Rights<\/a>&nbsp;is fully implemented and incorporating social progress, linked to a Social Progress Protocol, into the Treaties;<\/li><li>making the EU economy more resilient, with special attention paid to small and medium-sized enterprises and competitiveness checks, and promoting investments focused on the just, green and digital transitions;<\/li><li>providing Parliament with the right to&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220603IPR32135\" target=\"_blank\" rel=\"noreferrer noopener\">initiate, amend or revoke legislation<\/a>, and with full rights as a&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/olp\/en\/ordinary-legislative-procedure\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">co-legislator<\/a>&nbsp;on the EU budget; and<\/li><li>strengthening the procedure to protect the EU\u2019s founding values and clarifying the determination and consequences of breaches (<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A12012M007\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;7 TEU<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/ec.europa.eu\/info\/aid-development-cooperation-fundamental-rights\/your-rights-eu\/eu-charter-fundamental-rights_en\" target=\"_blank\" rel=\"noreferrer noopener\">Charter of Fundamental Rights<\/a>).<\/li><\/ul>\n\n\n\n<p>The resolution was adopted with 355 votes in favour, 154 against, and 48 abstentions, following&nbsp;<a href=\"https:\/\/multimedia.europarl.europa.eu\/en\/event_20220609-0900-PLENARY_vd?start=20220609070325&amp;end=20220609215959\" target=\"_blank\" rel=\"noreferrer noopener\">a debate earlier on the same day<\/a>.<\/p>\n\n\n\n<p><strong>Next steps<\/strong><\/p>\n\n\n\n<p>It will be up to the 27 member states\u2019 heads of state or government at the European Council to decide to set up a Convention, by simple majority. Many MEPs have called for this to happen at the earliest opportunity, which would be the EU summit on 23-24 June, to ensure that citizens\u2019 expectations are met and that&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220509IPR29102\/the-conference-on-the-future-of-europe-concludes-its-work\" target=\"_blank\" rel=\"noreferrer noopener\">the outcome of the Conference on the Future of Europe<\/a>&nbsp;is put to good use as soon as possible. The Convention should comprise MEPs, Commissioners, MPs from the member states, and EU leaders.<\/p>\n\n\n\n<p><strong>Background<\/strong><\/p>\n\n\n\n<p>On 9 May in Strasbourg, EP President Roberta Metsola, French President Emmanuel Macron on behalf of the Council Presidency, and European Commission President Ursula von der Leyen received from the Co-Chairs of the Conference&nbsp;<a href=\"https:\/\/futureu.europa.eu\/pages\/executive-board\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Board<\/a>&nbsp;its final&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/resources\/library\/media\/20220509RES29121\/20220509RES29121.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>. This includes&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220429IPR28218\/future-of-europe-conference-plenary-ambitious-proposals-point-to-treaty-review\" target=\"_blank\" rel=\"noreferrer noopener\">49 proposals comprising more than 300 measures across 9 themes<\/a>, based on 178 recommendations from the&nbsp;<a href=\"https:\/\/futureu.europa.eu\/assemblies\/citizens-panels\" target=\"_blank\" rel=\"noreferrer noopener\">European Citizens\u2019 Panels<\/a>, input from the&nbsp;<a href=\"https:\/\/futureu.europa.eu\/pages\/ms-section\" target=\"_blank\" rel=\"noreferrer noopener\">National Panels and events<\/a>, ideas from the&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20211011IPR14607\/european-youth-event-2021-proposals-for-the-future-of-europe\" target=\"_blank\" rel=\"noreferrer noopener\">European Youth Event<\/a>, and 43 734 contributions on 16 274 ideas&nbsp;<a href=\"https:\/\/futureu.europa.eu\/rails\/active_storage\/blobs\/eyJfcmFpbHMiOnsibWVzc2FnZSI6IkJBaHBBcm4rIiwiZXhwIjpudWxsLCJwdXIiOiJibG9iX2lkIn19--1ea88b90a6936d6de6f7774d037d12937083f5a2\/Kantar%20Report%20March%202022%20Final.en22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recorded on the multilingual digital platform<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Parliament adopted a resolution calling on the European Council to agree to start the process to revise the EU Treaties.
