It is necessary to have reliable procedures and resources for monitoring,\u00a0<\/span><span data-contrast=\"auto\">reporting<\/span><span data-contrast=\"auto\">\u00a0and investigating violations of the rules of public administration, administrative and disciplinary sanctions, to crack down on unethical behavior.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Such<\/span><span data-contrast=\"auto\">\u00a0m<\/span><span data-contrast=\"auto\">echanisms must be fair and reliable. They must protect the innocent and discover the guilty one. Penalties should be proportionate and applied consistently.
