The COVID<\/span>–<\/span>19 pandemic has placed undeclared workers under the spotlight, particularly in key sectors such as cleaning and care services, agriculture and tourism.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Undeclared workers in the tourism industry includ<\/span>e<\/span>\u00a0many seasonal workers<\/span>\u00a0who<\/span>\u00a0work in unregistered employment, bogus self-employment or receive envelope wages (cash which is not declared).<\/span>\u00a0<\/span>I<\/span>n the agricultural sector, the International Labour Organisation (ILO) has reported that 61.2% of the EU agricultural labour force is engaged in informal employment.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Through the work carried out by the\u202f<\/span>European Platform tackling Undeclared Work<\/span><\/a>, it is clear that tackling undeclared work involves\u00a0<\/span>the application of\u00a0<\/span>a variety of different measures at the same time through direct measures<\/span>,<\/span>\u00a0such as fines and other penalties,\u00a0<\/span>as well as i<\/span>ncentives such as amnesties and other actions designed to help the transition into declared work. An example of the latter is\u00a0<\/span>allowing<\/span>\u00a0workers to register their cash transactions and providing\u00a0<\/span>service\u00a0<\/span>vouchers to\u00a0<\/span>reduce undeclared earnings<\/span>\u00a0and\u00a0<\/span>encourage such workers to declare their earnings.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Due to the complex nature of undeclared work and the differences that exist<\/span>,\u00a0<\/span>there is no one-size-fits-all solution for tacking undeclared work. However, effective solutions can be found by the adoption of holistic approaches<\/span>,\u00a0<\/span>at national and cross-border levels.\u202f<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
