Beneficiaries of\u00a0<\/span><span data-contrast=\"none\">clientelistic<\/span><span data-contrast=\"none\">\u00a0networks do not challenge abuses of power perpetuated by their patrons since clients\u2019 prosperity depends on the patrons\u2019 success.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">It is undeniable that many people regard politicians\u00a0<\/span><span data-contrast=\"none\">as a means to<\/span><span data-contrast=\"none\">\u00a0an end. It is a system that has been around forever, partly because it is the direct product, not of the two-party system itself,<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">but of the electorate\u2019s rapport with politics.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Part of it certainly has to do with the Maltese mentality of putting politicians on pedestals. Our tendency<\/span><span data-contrast=\"none\">,<\/span><span data-contrast=\"none\">\u00a0to praise our political heroes and\u00a0<\/span><span data-contrast=\"none\">demonize<\/span><span data-contrast=\"none\">\u00a0our political adversaries, translates directly into a \u2018cult\u2019 of the politician: who, in the popular imagination, comes to wield a near-total authority over the mechanisms of the country.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Unfortunately,<\/span><span data-contrast=\"none\">\u00a0this perception is also well rooted in fact. Maltese politicians do indeed wield disproportionate power in this respect: they do interfere in matters of public appointments.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The result is a system that breeds hypocrisy, creates inequality and injustice, and debases a person\u2019s dignity. It also makes a mockery of the concept of meritocracy, which all governments are committed to uphold. What we have\u00a0<\/span><span data-contrast=\"none\">in Malta<\/span><span data-contrast=\"none\">\u00a0is not a system based on merit, but one based on whom you know<\/span><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">P<\/span><span data-contrast=\"none\">oliticians remain\u00a0<\/span><span data-contrast=\"none\">indebted<\/span><span data-contrast=\"none\">\u00a0to their electors, regardless of any change in government.\u00a0<\/span><span data-contrast=\"none\">A<\/span><span data-contrast=\"none\">s long as<\/span><span data-contrast=\"none\">\u00a0we have political appointees running national agencies, this practice will continue plaguing these agencies too, as political pressure is exerted on them in their turn<\/span><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">All in all, c<\/span><span data-contrast=\"none\">lientelism itself is sustained by the district-based electoral system.\u00a0<\/span><span data-contrast=\"none\">As<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">propagated<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">by<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">social<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">scientists<\/span><span data-contrast=\"none\">\u00a0a\u00a0<\/span><span data-contrast=\"none\">few<\/span><span data-contrast=\"none\">\u00a0\u00a0<\/span><span data-contrast=\"none\">months<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">ago<\/span><span data-contrast=\"none\">, a<\/span><span data-contrast=\"none\">\u00a0reform to abolish the electoral districts and run elections with one national constituency would\u00a0<\/span><span data-contrast=\"none\">still\u00a0<\/span><span data-contrast=\"none\">be an effective way to weaken clientelism.\u202f<\/span><span data-contrast=\"none\">I<\/span><span data-contrast=\"none\">t is however imperative that this reform\u00a0<\/span><span data-contrast=\"none\">continues to be\u00a0<\/span><span data-contrast=\"none\">supported\u00a0<\/span><span data-contrast=\"none\">publicly<\/span><span data-contrast=\"none\">,\u00a0<\/span><span data-contrast=\"none\">debated, and at least attempts to address our many systemic flaws.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559731&quot;:142,&quot;335559739&quot;:160,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; The cliental system is ingrained not just in Maltese politics but in the Maltese mentality.\u00a0Clientelism is one of Malta\u2019s societal ills enabling corruption and endangering democracy.
