The<\/span>\u00a0process to appoint a new commissioner of Police has been initiated \u2013 a crucial post in terms of keeping the peace and maintaining the rule of law.<\/span>\u00a0However, the criteria for applications for this serious and prestigious post, as\u00a0<\/span>set out<\/span>\u00a0in the public call issued in the last few days \u2013 are different and surprising.<\/span>\u00a0<\/span><\/p>\n There was a time<\/span>\u00a0when, for a person to be appointed commissioner of police, they had\u00a0<\/span>to\u00a0 have<\/span>\u00a0served in the corps or scrupulously carried out their duties and responsibilities.<\/span>\u00a0<\/span><\/p>\n What are the criteria, according to the reform, to apply for the post of\u00a0<\/span>Commissioner of Police? According to this call, the applicant need not present educ<\/span>ation and academic certificates; because all that is being asked is that they \u201care able to communicate well in Maltese and English\u201d. In the past, to apply for the post of Inspector, the applicant needed to have a University degree and anyone wanting to apply for the post of constable (that is the lowest rank in the Corps) needed to have O\u00a0<\/span>Level<\/span>\u00a0certificates.<\/span>\u00a0<\/span><\/p>\n A<\/span>dditionally, one would be asked for one\u2019s<\/span>\u00a0<\/span>certificate of conduct.\u00a0 This is a document that shows that one does not have a criminal record. What are we doing now? With the reform, we have removed this criterion. Whether or not the applicant has committed a crime is of no matter.\u00a0 It is sufficient to show that one is \u201cresponsible, confident, assertive and emotionally intelligent\u201d and also have \u201cleadership skills to motivate the Corps.\u201d The call for applications goes on to say that the applicant needs to give \u201cevidence that they are ready to spearhead the complete overhaul that needs to happen in the force.\u201d<\/span>\u00a0<\/span><\/p>\n This portal is in possession of a circular issued by the Division of People and Standards within the Office of the Prime Minister.<\/span>\u00a0This c<\/span>ircular, signed by the Principal<\/span>\u00a0Permanent Secretary, is encouraging offic<\/span>i<\/span>als or civil servants<\/span>\u00a0who think that they are qualified for the job, to apply.<\/span>\u00a0<\/span><\/p>\n Any official from any\u00a0<\/span>G<\/span>overnment department can apply.<\/span>\u00a0Even people who do not work with the public service can apply. There is no need to have experience in the Police Corps. It is sufficient that the candidate ha<\/span>s<\/span>\u00a0\u201ceffective skills to lower criminality in challenging situations\u201d.<\/span>\u00a0<\/span><\/p>\n How is the process going to work?\u00a0<\/span>What we know is that the Public Service Commission will be monitoring this call as at the end of the day it will be whittling down the list of candidates to the two most suitable ones.
