\u00a0<\/span>\u201c<\/span>We need to<\/span>\u00a0<\/span>implement a plan that addresses this national crisis\u00a0<\/span>at once\u00a0<\/span>to stop this country<\/span>\u00a0haemorrhaging to death.\u201d\u00a0So\u00a0said\u00a0<\/span>Josef Vella,\u00a0<\/span>Chief Executive of<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>,<\/span>\u00a0in an emotional plea during his address at the\u00a0<\/span>end of\u00a0<\/span>a two-day\u00a0<\/span>workshop<\/span>\u00a0on Health and Safety at the Workplace<\/span>,<\/span>\u00a0organised by the\u00a0<\/span>U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0<\/span><\/i>and<\/span>\u00a0European Centre for Workers\u2019 Questions<\/span>\u00a0<\/span><\/i>(EZA)\u00a0<\/span>at the\u00a0<\/span>Cavalieri<\/span>\u00a0Hotel in St\u00a0<\/span>Julians<\/span>\u00a0on Friday, 6 December 2019.<\/span>\u00a0<\/span><\/p>\n

He said that, as things stand, we are living<\/span>\u00a0in a state of constant crisis.\u00a0 He said that he believes that the health and safety of the country is\u00a0<\/span>at risk. It is extremely difficult to explain what is happening. There is a political crisis, a social crisis and an economic crisis.<\/span>\u00a0<\/span><\/p>\n

Josef\u00a0<\/span>Vella<\/span>\u00a0is concerned about our immediate future. \u201cWe have already been hit by this crisis \u2026 there are workplaces that cannot make commercial transactions; there are already workplaces that cannot buy or import prime materials from overseas. This is because some foreign countries are not accepting transactions through Maltese banks\u201d, said the\u00a0<\/span>Chief Executive of<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>.<\/span>\u00a0<\/span><\/p>\n

This means that the country is<\/span>\u00a0grounding to a halt<\/span>. The country is almost at a standstill.<\/span>\u00a0This is the current situation and we need to be honest about where we stand.<\/span>\u00a0<\/span><\/p>\n

The<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0has the honour of saying that it has always been on the right side of this issue. This union had long been warning the Government about the political individuals who were involved in the Panama Papers. The Government chose to do nothing to address the situation. In 2016, Josef\u00a0<\/span>Vella<\/span>\u00a0was\u00a0<\/span>interviewed by\u00a0<\/span>Daphne Caruana\u00a0Galizia<\/span>, the journalist who was brutally assassinated. During the interview he had told her that this country \u201cis living under a black cloud\u201d. Today he<\/span>\u00a0would say that we are in the eye of a vicious storm, a storm that has brought us to a crisis of multiple levels.<\/span>\u00a0<\/span><\/p>\n

Josef\u00a0<\/span>Vella<\/span>\u00a0hopes that\u00a0<\/span>we remain united on a national front and that the situation does not escalate into violence. This appeal is not being made\u00a0<\/span>by the\u00a0<\/span>U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0<\/span><\/i>alone but\u00a0<\/span>was also made by the Malta Council for Science and Development (MCESD) to the President and by the President of Malta in his address to the Maltese people in the last few days.<\/span>\u00a0<\/span><\/p>\n

The\u00a0<\/span>Chief Executive of<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0<\/span><\/i>Workers<\/span><\/i>\u00a0<\/span>is<\/span>\u00a0very disappointed to note that, in this time of crisis, the Government is presenting a conventional change of power<\/span>\u00a0plan.\u00a0 Such a plan would be acceptable in normal circumstances where the Prime Minister is resigning of his own will. Josef\u00a0<\/span>Vella<\/span>\u00a0stated that it would have been a good plan if the\u00a0<\/span>Partit<\/span>\u00a0<\/span>Laburista<\/span>\u00a0had taken the necessary measures to ensure that it does not wait until the 20 of January to elect a new leader and a new prime minister. In these circumstances, we cannot address a crisis with a run-of-the mill plan. We need a crisis intervention plan to fit the crisis we are currently living. But we have not arrived there yet.<\/span>\u00a0<\/span><\/p>\n

The longer we extend this crisis, the more damage we are doing to the country\u2019s reputation, to workplaces, to workers and to their families \u2013\u00a0<\/span>everyone will be impacted. As soon as a crisis intervention plan is implemented, a long-term strategy needs to kick off.\u00a0<\/span>A strategy that addresses the problems that exist today \u2013 problems of transparency, institutional independence and good governance.<\/span>\u00a0\u201cWe need to reform the country\u201d, said Josef\u00a0<\/span>Vella<\/span>.<\/span>\u00a0<\/span><\/p>\n

He appealed to the foreign delegates at the workshop not to\u00a0<\/span>badmouth Malta and not to describe it as a corrupt country when they go back home. \u201cThere are Maltese people who are corrupt and do not deserve to be called Maltese. Not all Maltese people are corrupt, not all Maltese people have secret accounts in Panama.\u00a0The majority of\u00a0Maltese pay their tax bill before the salary is even in.\u00a0<\/span>Do not paint Malta as a country of criminals. There\u00a0<\/span>is<\/span>\u00a0a small number of criminals in Malta but not everyone is involved in crime.\u00a0 Do not ask the European Union to punish Malta\u201d, said Josef\u00a0<\/span>Vella<\/span>, adding \u201cthis is the time for the European Union to help us find our way out of this crisis; the bad apples should be punished and should get what they deserve, not genuine people of good will.\u201d<\/span>\u00a0<\/span><\/p>\n

The<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0has not been passive. It has held discussions with the President of Malta and the Leader of the Opposition; the\u00a0<\/span>U\u0126M<\/span>\u00a0has protested, has joined in the protests and has raised its voice throughout.\u00a0<\/span>The<\/span>\u00a0U\u0126M<\/span>\u00a0is committed to doing its bit; the\u00a0<\/span>U\u0126M<\/span>\u00a0is paying the price so that it wins back the full faith of the European Union.<\/span>\u00a0<\/span><\/p>\n

Earlier in his address,\u00a0<\/span>Josef\u00a0<\/span>Vella<\/span>\u00a0said that many Maltese are not conscious of their legal obligations\u00a0with regard to\u00a0health and safety. Some employers do not organise health and safety\u00a0<\/span>training programmes because they consider them to be an extra expense. Effective programmes on this topic educate workers about the right behaviour at work. For the\u00a0<\/span>U\u0126M<\/span>\u00a0<\/span>Voice of the Workers,<\/span><\/i>\u00a0issues of Health and\u00a0<\/span>Safety at the workplace should be part of our lives. The\u00a0<\/span>Chief Executive of<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0<\/span>said that the union always<\/span>\u00a0ensures that Health and Safety is prioritised in collective agreements negotiations.<\/span>\u00a0<\/span><\/p>\n

In the introduction to this workshop on Thursday, 5 December,\u00a0<\/span>Jesmond Bonello,\u00a0<\/span>Director of<\/span>\u00a0U\u0126M\u00a0Voice\u00a0of\u00a0the\u00a0Workers,<\/span>\u00a0said that from the workers\u2019 perspective, health<\/span>\u00a0and safety at work is the only measure that reduces risks, protects workers and avoids incidents. On the other hand, through good measures relating to health and safety, workers can cut down on absenteeism, sick leave and incidents at work.<\/span>\u00a0<\/span><\/p>\n

The Director<\/span>\u00a0of<\/span>\u00a0U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0<\/span><\/i>said that laws on their own cannot guarantee<\/span>\u00a0<\/span><\/i>a work environment that is free of risks. There should be more enforcement and a change in culture on a national level as well as a European level.<\/span>\u00a0<\/span><\/p>\n

Jesmond<\/span>\u00a0<\/span>Bonello<\/span>\u00a0said that workers should be given all the necessary training on health and s<\/span>afety<\/span>\u00a0to be made aware of how they should tackle risks and\u00a0<\/span>they should also be offered other training including First Aid,\u00a0fire fighting\u00a0and evacuations.\u00a0<\/span>\u00a0<\/span><\/p>\n

He added that the\u00a0<\/span>U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>, among others, trains its representatives and encourages workers to have an active role in representing health and safety.<\/span>\u00a0<\/span><\/p>\n

Charles Micallef,\u00a0Manager<\/span>\u00a0of the Occupational Health and Safety Authority (OHSA), spoke about OHSA\u2019s role and the fact that the Authority seeks to safeguard workers from risk. He said that workplaces should have procedures for the reporting and investigation of incidents. Their aim is to increase incident prevention by identifying and treating the causes of incidents.<\/span>\u00a0<\/span><\/p>\n

Clint\u00a0<\/span>Cachia<\/span>, Principal Officer<\/span>\u00a0within<\/span>\u00a0OHSA,<\/span>\u00a0said that risk assessments should be carried out if there are any potential risks at a workplace. If carried out correctly, the risk assessment should encourage communication, social participation and worker involvement. He said, among other things, that if one perceives that a potential incident could occur, one is then accepting the fact that incidents will continue to occur. On the other hand, if one works on the principle that all\u00a0<\/span>incidents can be avoided, then one can work to stop them from happening and therefore embark on a programme of safety.<\/span>\u00a0<\/span><\/p>\n

Silvio\u00a0<\/span>Farrugia<\/span>, Senior Manager\u00a0<\/span>within\u00a0<\/span>OHSA,<\/span>\u00a0said that risk assessment is an integral part of the law. Research and statistics show that small and micro enterprises<\/span>\u00a0do not carry out risk assessments at their places of work because they think they are too expensive. He said that the EU should help these enterprises to adhere to the law. This can happen if they are provided with the right tools. Malta\u2019s membership in the EU helped raise awareness about health and safety at work. With all its limitations, the OHSA is a point of reference but we still depend too much on Government in this sector.<\/span>\u00a0<\/span><\/p>\n

Dragan\u00a0Donkov,\u00a0<\/span>a\u00a0<\/span>Manager\u00a0<\/span>within the<\/span>\u00a0Richmond<\/span>\u00a0Foundation, said that the most common health issues at the workplace are stress, burn out, anxiety and depression. He said that there is a lack of awareness about mental health, particularly in schools.\u00a0<\/span>Dragan<\/span>\u00a0<\/span>Donkov<\/span>\u00a0said that mental health is a foundation for the welfare of individuals and the effective functioning of the community. He said that mental health is a burden on the individual, the family, society, commerce and the country.<\/span>\u00a0<\/span><\/p>\n

Rotila\u00a0Viorel,\u00a0Manager\u00a0<\/span>within the\u00a0<\/span>Federatia\u00a0Solidaritatea\u00a0Sanitara,\u00a0Eurofedeop<\/span>, said that\u00a0<\/span>tradeunionism<\/span>\u00a0should address\u00a0<\/span>technological advances and informatics and how\u00a0these impact\u00a0the health and safety of workers.\u00a0<\/span>Veselina\u00a0Starcheva\u00a0<\/span>from\u00a0<\/span>Podkrepa<\/span>\u00a0in Bulgaria spoke<\/span>\u00a0about sustainable work and related issues. She said, among other things, that social dialogue is an important tool for a decent work environment.<\/span>\u00a0<\/span><\/p>\n

Olga\u00a0Vuckovic\u00a0Kicanovic\u00a0<\/span>from\u00a0<\/span>SS\u00a0Bofos<\/span>\u00a0in Serbia said that the organisations she represents organise many activities to mitigate stress at work. These activities are not offered only to organisations from Serbia but to organisations and trade unions in Europe.\u00a0<\/span>Ricardo\u00a0Boto,\u00a0<\/span>Director of<\/span>\u00a0CFTL<\/span>\u00a0in Portugal spoke about gender and health and safety. He said that\u00a0<\/span>in<\/span>equality<\/span>\u00a0between men and women has an impact on the health and safety of women at the place of work.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Magdalena\u00a0Prangoska\u00a0<\/span>from<\/span>\u00a0 ZDR\u00a0<\/span>in the North of Macedonia spoke about health and safety in agriculture and said that the agricultural sector is a dangerous one.\u00a0Therefore\u00a0a number of initiatives, even legal ones, have been taken and are still being taken to minimise<\/span>\u00a0or avoid<\/span>\u00a0incidents in this sector.<\/span>\u00a0<\/span><\/p>\n

The second session of the workshop was opened by Aldo\u00a0<\/span>Busuttil<\/span>, a representative of the\u00a0<\/span>U\u0126M\u00a0<\/span>Voice\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0and a consultant on health and safety at the workplace. He said that if employers do not abide by civil and legal obligations they can be sued by an employee if they have an incident at the place of work. Employers also need to instruct workers and monitor them through inspections and meetings. This is so they are within the laws pertaining to Health and Safety. He added that representatives on health and safety should be heeded by employers.<\/span>\u00a0<\/span><\/p>\n

Lenka\u00a0Muzikova<\/span>\u00a0from the C<\/span>zech<\/span>\u00a0Republic said that\u00a0<\/span>one of the main problems in her country is negligence among employers and workers when it comes to health and safety procedures. She said that the trade unions have a role to play in this sector because they need to defend the right of the workers to know what risks they face at their workplace. \u201cIf we want to increase health and safety, the workers and the general public need to be educated about the risks surrounding them.\u201d She said that 43 per cent of the incidents in the Czech Republic occur in the manufacturing sector.<\/span>\u00a0<\/span><\/p>\n

Mariana\u00a0Lemos\u00a0Martins,\u00a0<\/span>from<\/span>\u00a0Fidestra<\/span>,\u00a0Portugal<\/span>,<\/span>\u00a0spoke about the psychological help that is given in her country to anyone involved in an incident or who suffers mental health problems at the workplace. She said that in Portugal there\u00a0<\/span>is still prejudice against mental health issues. She emphasised the need to train workers and increase their awareness to avoid unnecessary trouble.<\/span>\u00a0<\/span><\/p>\n

Aneta\u00a0Chelminiak<\/span>,<\/span>\u00a0<\/span>from the organisation<\/span>\u00a0Solidarnosc<\/span>\u00a0in Poland,<\/span>\u00a0said that trade unions have a social function to participate in the engagement of work inspectors. She spoke about inspections and auditing at workplaces.\u00a0<\/span>Solidarnosc<\/span>\u00a0cooperates with many\u00a0<\/span>entitities<\/span>\u00a0in Poland to ensure that processes regarding health and safety are adequate and are in place.<\/span>\u00a0<\/span><\/p>\n

The workshop ended with an exercise on how one can communicate more effectively on the topic of health and safety.\u00a0<\/span>The exercise was facilitated by\u00a0<\/span>Daniele\u00a0Fantechi,\u00a0<\/span>a<\/span>\u00a0<\/span>U\u0126M\u00a0\u00a0<\/span>Voice<\/span><\/i>\u00a0of\u00a0the\u00a0Workers<\/span><\/i>\u00a0<\/span><\/i>consultant.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
