T<\/span>he European Commission\u00a0<\/span>has recently\u00a0<\/span>launched a\u00a0<\/span>communication<\/span><\/a>\u00a0titled \u2018More efficient decision-making in social policy: Identification of areas for an enhanced move to qualified majority voting\u2019.\u00a0<\/span>\u00a0<\/span><\/p>\n

As its title suggests,\u00a0<\/span>the\u00a0<\/span>main aim is to start a debate\u00a0<\/span>on\u00a0<\/span>moving away from unanimity to\u00a0<\/span>qualified majority voting (QMV)<\/span><\/a>\u00a0in a number of areas related to social policy.<\/span>\u00a0According to the Commission,<\/span>\u00a0this shift would make decision-<\/span>making on social policy \u201cmore timely, flexible and efficient where an EU competence already exists\u201d<\/span>, while also giving a greater say to the European Parliament.<\/span>\u00a0<\/span><\/p>\n

Even though the communication does not have any legal effect<\/span>, the Commission is proposing to consider the use of the\u00a0<\/span>passerelle<\/span><\/i><\/a>\u00a0<\/span><\/i>to facilitate decision-making on non-discrimination. The communication then carries on\u00a0<\/span>by<\/span>\u00a0suggest<\/span>ing<\/span>\u00a0that the use of the\u00a0<\/span>passerelle<\/span><\/i>\u00a0<\/span><\/i>clause could also be considered\u00a0<\/span>in the near future<\/span>\u00a0to\u00a0<\/span>\u201c<\/span>adopt recommendations in the area of social security and social protection of workers<\/span>\u201d<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Commissioner for Employment, Social Affairs, Skills and Labour Mobility, Marianne Thyssen said: \u201cIn their diversity, Member States are ultimately all striving for a fairer society based on equal opportunities and a future-proof social market economy.
